chmod FILE include/inc_conf/conf.indexpage.inc.php 666

Maybe permissions are wrong? After FTP, all newly uploaded files and folders usually revert to 644 and 755.

Looks like using a local, intranet-based configuration has it's intricacies! It's obvious that the problems "relate to" your unusual URL naming conventions and the need to reference virtual host configuration. I don't have the answers specifically... but having forward slashes and backslas...
